where in the bible we can find "be perfect as my Father
i heaven is perfect".
my sister was telling me that nobody can be perfect and
nowhere in the bible it is.

Non of us can be absolutely perfect in the sense that God is but we should seek perfection in accord and within the limits of our own human nature, infused with grace. Here are several biblical references to seeking perfection: Matthew 19:21 found phrase
Jesus saith to him: If thou wilt be perfect, go sell what thou hast, and give to the poor, and thou shalt have treasure in heaven: and come follow me.
2 Luke 6:40 found phrase
The disciple is not above his master: but every one shall be perfect, if he be as his master.
3 1 Corinthians 1:10 found phrase
Now I beseech you, brethren, by the name of our Lord Jesus Christ, that you all speak the same thing, and that there be no schisms among you; but that you be perfect in the same mind, and in the same judgment.
4 1 Corinthians 14:20 found phrase
Brethren, do not become children in sense: but in malice be children, and in sense be perfect.
