In reference to the subject topic. Michelle did not complete the total explanation of every Friday obligation. It is true, abstaining from meat on Fridays outside of Lent is at the discretion of every Catholic. However everyone is still obligated to do something penitential on every Friday outside of Lent. Please share this with everyone as this is still an obligation. Thank you.

The article you cite states:

Many Catholics don't realize that Church still recommends abstinence on all Fridays of the year, not just during Lent. In fact, if we don't abstain from meat on non-Lenten Fridays, we're required to substitute some other form of penance.

I'm afraid the author has misread Catholic law on this matter. See the link below for more information.
