Church attendance

World Youth Day was very inspirational but it begs a question. Why doesn't the Catholic Church change its Mass attendance requirements if the Church wishes to attract more Catholics back to Mass?

I assume you are suggesting that the Church should tell Catholics they need not attend Mass on Sundays and holy days of obligation anymore. That too begs a question: How is it supposed to draw Catholics back to Mass if they are told they need not attend Mass?
