Is it wrong to honor the Blessed Mother in a public place or a public manner?

In general principle, no, it is not "wrong" to honor the Blessed Mother publicly. As for specific instances, it depends on what you have in mind. I could imagine that, in certain circumstances, some public demonstrations by particular individuals of honor for the Blessed Mother might be inappropriate. Disrupting an unobjectionable public gathering of non-Catholics by processing a statue of the Blessed Mother through an event intended for other purposes (e.g., a crowd of Fundamentalist Protestants gathered for a Billy Graham Crusade) with the express intent of causing upset to those gathered would certainly be inappropriate.
