The Bishops were wrong?

In a question regarding the use of artificial birth control in the case of rape, you stated that the bishops of Germany were wrong.

Have the bishops speaking collectively been wrong in other moral teachings?

Doesn't the Vatican monitor their teachings?

If you followed the case of the German Bishops, best described by Population Research Institute (http://www.pop.org/content/german-bishops-“approve”-morning-after-pill-does- not-exist) you know that the bishops made a decision without actually studying the science involved.

This happens more frequently than we know when the subject is contraception or in particular the morning after pill. In your question you ask if the Vatican monitors these matters, and to be honest, it would appear that the answer is not really..
