Filipino Egg Rolls "Money Bags"

1 pound ground beef
1 cup frozen mixed vegetables
1 cup savoy cabbage, shredded
1 teaspoon salt
1 teaspoon black pepper
1 teaspoon garlic powder
1 tablespoon soy sauce
2-3 cups vegetable oil
20 egg roll wrappers or wonton wrappers



Prepare the egg roll filling by cooking together the ground beef, frozen vegetables and cabbage.  Season with salt, pepper, garlic powder, and soy sauce.  Set aside. Prepare the egg roll wrappers by separating. Scoop 1-2 teaspoons of filling onto each wrapper closest, keeping about 1 inch from the edge of the wrapper.  The filling should be about 4 inches wide and about ½ inch thick. Fold in the sides of the wrapper to create a pouch with the filling inside, sealing the edges with a little water. Heat oil over medium heat until it reaches 300ºF. Add egg rolls and cook until golden brown. Serve with Hot and Sour Dipping Sauce.
