| At the request of Bishop Robert J. Baker, Bishop of Birmingham in
Alabama, His Eminence Francis Cardinal Stafford, the Major Penitentiary,
granted to Bishop Baker on behalf of the Holy Father the faculty to give
the Apostolic Blessing with Plenary Indulgence on the Occasions of the
Opening and Closing of the Pauline Year. Bishop Baker will celebrate the
Masses to open and close the diocesan celebration of the Pauline Year at
Our Lady of the Angels Chapel (EWTN) in Irondale. As the following
summaries of the Indulgences indicate, they may be received through
television, radio and internet by those who are impeded from
participating in person - though only during the live broadcast, and
provided the other conditions are satisfied.

APOSTOLIC BLESSING IN HONOR
OF THE OPENING OF THE YEAR OF ST. PAUL
A Plenary Indulgence has been attached to the Apostolic Blessing which will be
given by Bishop Robert J. Baker, S.T.D., at the conclusion of the Mass
celebrated for the opening of the Year of Saint Paul. One must fulfill all of the following conditions to receive this Plenary
Indulgence:
A. The usual conditions for receiving any Plenary Indulgence
[Note: These may be fulfilled within
several days before or after fulfilling the conditions for this
particular indulgence]1. Complete
detachment from any inclination to sin, even venial sin
2 .Making a sacramental Confession
3. Receiving Holy Communion4. Saying a prayer for the intentions of
the Holy Father (typically one Our Father and one Hail Mary)
ANDB. The conditions for this particular indulgence

Attending the 7:00 am Mass
celebrated by Bishop Baker at Our Lady of the Angels Chapel (located
on the campus of Eternal Word Television Network) on Sunday, June
29, 2008, the Solemnity of Saints Peter and Paul, in honor of the
opening of the Year of Saint Paul.
[Note: If one is impaired from being
physically present at the Mass due to illness
or some other legitimate reason, one may follow the Mass as it is broadcast
live by means of television or radio and still receive the Plenary
Indulgence. In this case, one must
participate as fully and devoutly as possible in praying the entire Mass
from its beginning to its conclusion.]
2. Receiving
the final blessing of the Mass from Bishop Baker, to which has been
attached the Plenary Indulgence.
