Cardinal Javier Lozano Barragan was born on January 26, 1933, in Mexico. He was ordained to the priesthood in 1955. After his ordination, he became responsible for the permanent formation of the diocesan clergy. He also became president of the Mexican Theological Society, and director of the Institute of Pastoral Theology of the Episcopal Conference of Latin America. In 1966, he became a bishop, and was then appointed president of the Pontifical Council for Health Care Workers. He was created a cardinal on October 21, 2003, at which time he became the titular deacon of St. Michael the Archangel.
