Card. Khoarai was born, 11 September 1929, in Koaling, Lesotho. He studied philosophy and theology at the major seminary in Lesotho. He made his religious vows for the Congregation of the Missionary Oblates of Mary Immaculate on 6 January 1951 and was ordained a priest on 21 December 1956. He has served in parish ministry, and as prefect for discipline at the minor seminary and then rector of the seminary in Leribe and Superior of the Oblate Co0mmunity in Mazenod. He was later appointed Provincial of the Congregation of Basutoland. In 1971 he was appointed vicar general of the Archdiocese of Maseru. In 1975 he became the first national director of the Pontifical Mission Society in Lesotho and assistant of the commission for the lay apostolate. He was ordained a bishop on April 1978, following his appointment as Bishop of Mohale's Hoek. He served as president of the Episcopal Conference of Lesotho from 1982-1987. After submitting his resignation due to age, he continued as apostolic administrator of the diocese until February 2014.
