Cardinal Velasio De Paolis was born, 19 September 1935, in Sonnino, Italy. On 4 October 1958, he was professed as a member of the Congregation of the Missionaries of St Charles (Scalabrinian). He was ordained a priest of the same Congregation on 18 March 1961. He earned a doctorate in canon law at the Pontifical Gregorian University in Rome, a licentiate in theology at the Pontifical University of St Thomas Aquinas, and a civil law degree at La Sapienza University in Rome. On 30 December 2003, he was appointed Secretary of the Apostolic Signatura and Titular Bishop of Thelepte. He was ordained Bishop on 21 February 2004. He was appointed Titular Archbishop of Thelepte on 12 April 2008, and President of the Prefecture for the Economic Affairs of the Holy See. He also serves as papal delegate overseeing the reform of the Legionaries of Christ. On 20 November 2010, he was elevated to Cardinal. On 21 September 2011, he retired as President of the Prefecture for Economic Affairs.
