Cardinal Jean-Baptiste Pham Minh Man was born in Vietnam on January 1, 1934. The Hanoi regime had not accepted the appointment of Huynh Van Nghi as bishop of Ho Chi Minh City by the Vatican, and, therefore, the postition was vacant for five years. However, the regime has accepted the appointment of Pham Minh Man. Since he has become archbishop of Ho Chi Minh City, many new activities are now available, and approved by the government, such as schools, professional training courses, and dispensaries. On October 21, 2003, he was created a cardinal priest, and assigned the titular church of St. Justin. He continues to serve as Archbishop of Ho Chi Minh City, Vietnam.
